Who we are
The Euro-Arab Institute for Education and Training Foundation is an organization that works in collaboration with the Spanish government and the Arab League with the objective of establishing cultural and economic relations between Spain and the Arab World. By spreading the knowledge and experience gained at Universities and other educational institutions, the Foundation aims to foster these relations through formal professional training.
The Foundation was established according to the Spanish Law on December 22nd, 2008, and it is currently located in Granada.
The Foundation’s objectives are:
- Contribute to the development of Arab countries by organizing professional governmental training programs and initiatives.
- Create an open space for the exchanging of ideas and experiences and collaboration between professors and researchers.
- Promote and contribute to the development of training programs for civil servants, businessmen, and non governmental organizations that work in cooperation with the Arab World.
What we do
INSTEA bases its activities on three main pillars: good governance, tourism development, and cultural management/conservation; all representing Spain’s key strengths in order to promote meaningful exchange and knowledge transfer across borders.
Within these three pillars, INSTEA organizes workshops, conferences, seminars, master degrees and provides consultation services to Ministries, international organizations and high-level civil servants and professionals from the Arab and Western worlds.

THE FOUNDATION
Director: Mr. Manuel Piñeiro Souto
Ambassador, Ministry of Foreign Affairs and Co-operation, Spain, and Director of the Euro Arab Institute Foundation for Education and Training. Ambassador Piñeiro Souto began his career in diplomacy in 1972 upon receiving his degree in Law from the University of Santiago and a diploma in international studies from the College of Diplomacy in Madrid.
He began his career as Head of Immigration Policy in the Spanish Ministry of Foreign Affairs, and has since served in Spanish Embassies in the Philippines, Morocco, the Netherlands and Equatorial Guinea as Secretary, Consul and Deputy Chief of Mission, before being appointed Ambassador of Spain to Luanda in 1981. Since then, Ambassador Piñeiro has carried out this high diplomatic honor in St. Thomas and Prince (82-85), Cameroon (85-86), Chad (86-92), Guatamala (92-93), Belize (93) and the United Arab Emirates (06-08).
Executive Manager: Mr. Joaquín Durán Garach
Mr. Durán is an active diplomat for the Spanish Ministry of Foreign Affairs and currently the General Manager of the EuroArab Institute Foundation in Granada, Spain. Prior to joining the diplomatic career he obtained two BA degrees in Law and Translation. Previous appointments include Spanish Embassies in Kiev and Moscow, where he was Chargé d’Affaires and General Consul, respectively.
As Executive Manager of the Euro Arab Institute Foundation, he is in charge of creating and managing projects and initiatives that foster European-Arab relations, especially in (but not limited to) the fields of Tourism, Governance, Cultural Management and Conservation.
General Project Coordinator: Ms. Emilia Limia
Emilia Limia joined the Euro Arab Institute Foundation in October 2009 as General Projects Coordinator, and has recently increased her responsibility within the organization by becoming CFO. Throughout her professional career, Mrs. Limia has worked in the Euro Arab Foundation for Higher Education, BBVA, and the Euro Arab Management School; in the latter, having served has Head of the Communications and Technologies Department.
Mrs. Limia is a Spanish national, and holds a BA in Computer Engineering and Management Software from the University of Granada.
Head of Projects: Mr. Adam Detrick
Mr. Detrick became Head of Projects in January, 2011, where he is responsible for the realization and sustainability of international projects and collaborations. In this capacity, he has designed and overseen conferences, workshops and consultancy services for organizations and government bodies in the Middle East with partners such as the OECD, the UNWTO, UNESCO and the Council of the Alhambra and Generalife.
He has participated in delegations to the Kingdom of Saudi Arabia, the United Arab Emirates, England, France, Syria, Iraq and the USA to meet with Ministers, political advisors, University leaders and Directors of international organizations.
A native of Oregon, USA, he graduated from the University of Oregon with a Bachelor’s degree in Business Administration and earned an MSc with Honors in Business Management from the University of Granada.
Institutional Relations Coordinator: Mr. Daniel Herrera Kelly
Mr. Herrera joined the Foundation’s international team in May 2011, where he is now Institutional Relations Coordinator. He is currently the coordinator for the culture section of INSTEA, which involves festivals, sports, conservation, and exhibit projects. In this capacity he has participated in delegations to Bahrain, Lebanon, and the UAE, meeting with key figures in the field.
A British and Spanish national, he graduated from the Institut d’Etudes Politiques de Paris, where he earned a Bachelor’s Degree with honors in Political Sciences of the Middle East and the Mediterranean.
Education and Training Programs Coordinator: Jesús Florido Banqueri
Mr. Florido joined the Foundation’s international team in December 2011, where he is now Training and Education Coordinator. He is currently the coordinator for the Master’s Program section of INSTEA, which involves seminars, conferences, and projects related to governance and tourism. In this capacity he has participated in delegations to Lebanon and Iraq, and he has met with Ministers, political advisors, and university leaders, among others.
A Spanish national, he graduated from the Institut d’Etudes Politiques de Bordeaux and University of Granada. He has a Masters degree in International Relations from the Institut d’Etudes Politiques de Bordeaux and Ritsumeikan University, Kyoto, Japan. He has interned with the Spanish Consulate in Toronto and London, and the Spanish Telecommunication Market Commission in the Department of International Relations.
Where we are located
The Euro-Arab Foundation Institute is fortunate enough to be located in one of Granada’s historic buildings, the “Colegio de las Niñas Nobles” next to the Cathedral of Granada. The building was constructed around the same time as the cathedral in the year 1530. It is fitting that the “Colegio de las Niñas Nobles” is used as a school today, as its original purpose played a role in educating the children of noble families in Granada.
The building is currently the property of the Provincial goverment of Granada and has been lent to the Euro-Arab Foundation Institute.
Articles of Association
TITLE ONE
GENERAL PROVISIONS
Article 1. Name.
A foundation, of a teaching, research and cultural nation, on a nationwide scale, in constituted under the name FUNDACIÓN INSTITUTO EUROÁRABE DE EDUCACIÓN Y FORMACIÓN (EURO-ARAB INSTITUTE FOR EDUCATION AND TRAINING FOUNDATION), to fulfil its foundational goals pursuant ti the present Articles of Association, with the Ministry of Education, Solcial Policy and Sport (hereinafter the “Ministry of Education”) as the Overseeing Body. Therefore, any future mention of the Ministry of Education shall be understood as referring to the Ministry which, alt the time, is responsible for education.
Article 2. Legal personality and capacity.
Once the Foundation has been entered into the Register, it shall have its own legal personality for the fulfilment of its goals and full legal capacity.
Article 3. Registered office.
The registered office of the Foundation shall be in the building located at Cárcel Baja, 3, in the city of Granada. The Governing Board may agree to set up delegations anywhere in Spain or abroad, giving due accpunt thereof to the Ministry of Education, and may also withdraw them.
Article 4. Duration
The Foundation is intended to be permanent. Nevertheless, if at any time it were considered that the Foundation’s goals had been achieved or become impossible to fulfil, or if any of the reasons set out in Article 31 of Act 50/2002 were to occur, the Governing Board may agree ti terminate it pursuant to legislation and the Articles of Association.
Article 5. Regulatory framework.
The Foundation shall be governed according to the intentions set out in its, Statutes, to these Articles of Association, to the provisions which, in interpretation of said intentions, have been established by the Foundation’s Governing Board and approved by the Ministry of Education, and according to the applicable legal regulatory provisions in force.
TITLE TWO
PURPOSE, AIMS AND ACTIVITIES
Article 6. Purpose and aims of the Foundation
The purpose of the EURO-ARAB INSTITUTE FOR EDUCATION AND TRAINING FOUNDATION is the promotion of cultural and economic relations between Spain and the Arab world, through training and the dissemindation of scientific, technical and humanistic knowledge originating in Universities and other educational centres, both form Spain and other countries. In order to do so, it may promote the organization of training courses and programmes, studies and research, and forums for exhibitions, discussions and debates. The main goal of the Foundation shall be to promote practical training in public – and, eventually, private – management, with particular attention to priority areas in development, the management of public services, and good governance in the Arab world.
Article 7. Activities.
The activities of the EURO-ARAB INSTITUTE FOR EDUCATION AND TRAINING FOUNDATION shall be, among others, the following:
- Organizing and designing courses, training programmes, research, seminars, conferences and other analogous activities related to the Foundation’s goals.
- Promoting and contributing to the training of specialists in the various fields of applied knowledge that are most useful for the development of the Arab States, mainly focused on the perspective of optimizing management methods.
- Promoting and contributing to the training on experts form businesses and non-governmental organizations, be they European or specifically Spanish, that promote or participate in cooperation projects in the Arab world.
- Collaborating and creating strategic alliances with different bodies – public and private, Spanish and non-Spanish – to implement and develop all activities that coincide with the Foundation’s goal.
- Contributing to the development of Arab countries through the organization and design of training programmes and initiatives in the fields of good governance, social policies and development cooperation.
- Fostering dialogue, the sharing of ideas and experiences, and collaboration among Arab, Spanish and other European academics and scientists.
